My ex-husband is the custodian of my children. My parents love my children a lot and miss them terribly.. Can visitation rights be given to the grandparents ? I just wish that they are granted , as it would make them so happy.

Yes, they can appeal for visitation in cases where their own child is dead, divorced, or had absolved their parental rights .
