depends really... women are usually the ones who have more control over what they buy but sometimes it's just a bit too much because sometimes when they buy things they go overboard... it's just in the budgeting and how they use the money I guess..

The one who can handle and prepare a budget well...it does not depend on the sexes....

No one...thats why money is one of the biggest factors that leads to divorce.....

me and my wife had our share of handling money.there weer some matters which concerned her and others -me. it was always like that.from my salary there will be a share removed for expenses and that share was divided accordingly between me and her, but on the whole, she has the final say

Based on the people I know it's mostly the women who handles the money. I know a few guys also do.

one who knows how to spend judicialy. just dont give the acoount book into the hands which spend money without any restriction

In some cases, the husband and the wife just are assigned to pay for certain bills and pool their extra money together.

Both parners should handle the finances of a family.This is the best way to prevent money related problem in a family.What I even suggest is that the couple has a joint account instead of two separated bank accounts.
In this way both partners are aware of the financial situation of the couple.
